Iain has over 40 years’ experience in offshore marine construction around the world. He spent the early part of his career engineering and managing the installation of major offshore infrastructure before moving into commercial and strategy roles with tier one contractors.
He is a chartered engineer and has an MBA. He is a past President of IMCA and was previously supporting IMCA in expanding its position in offshore renewables. He is also Fellow of the Institute of Marine Engineering Science and Technology.
On 1 June 2023, Iain became the new CEO of IMCA.

Bill joined IMCA in November 2021 and has 25 years of experience in the commercial diving industry.
Prior to joining, Bill spent 12 years at the Health & Safety Executive in the UK regulating the safety of divers working in the offshore energy and other sectors of the diving industry. During his time at the HSE, Bill also worked as a decommissioning specialist.
Bill worked as an air and saturation diver on a wide range of diving projects and also held a variety of topside positions, including project engineer and project manager.
He holds a BSc (Hons) in Geography; an MSc in Marine Resource Management; and an MSc in Decommissioning.
In January 2024 Bill was promoted to Diving Manager.

Mary began her career in the oil and gas industry developing, implementing, and managing environmental management programmes for projects in Angola, Egypt, Turkey, the Middle East and the UK.
Most recently she was involved in the development and application of net zero sustainability strategies and the application ESG frameworks on major projects in the UK.
Mary is a chartered environmentalist with the Institute of Environmental Management and Assessment (IEMA), She holds a bachelor’s degree in Biochemistry, a Master of Science degree in Pollution and Environmental Control from the University of Manchester, and most recently a certification in Business Sustainability Management from the University of Cambridge.

Julius is the Founder/ MD & CEO SUBWEB Technical Academy Limited and SUBWEB Oil & Gas Services Limited.
He is a skilled pipeline, subsea & diving project manager/engineer with over 30 years' experience overseeing projects, coordinating various disciplines including engineering, procurement, execution, inspection, testing, and transportation successful.
My role and responsibilities involve project planning, scheduling, coordinating, and monitoring engineering and procurement activities related to assigned projects.

Isa Noah Amwe is a maritime security expert and the first African to earn both Runner-Up and People’s Choice honors at the International Maritime Rescue Federation Awards. He serves as Executive Officer of the African Maritime Safety and Security Agency, leading initiatives to strengthen safety and security across Africa. Amwe has collaborated with NATO, the European Union, and the United Nations on policy and strategic dialogue. He has trained NATO navies and coast guard officers in maritime security frameworks and speaks at the World Maritime Forum, where he promotes African-led solutions and stronger global maritime cooperation.

Russell John Harper is an offshore subsea professional with over 30 years' experience across the Middle East, Africa, and the Caspian. Beginning as a commercial diver in 1990, he progressed to Diving Supervisor and project management roles before moving onshore in 2008. He is currently General Manager at DCN Diving BV - Abu Dhabi, and has held roles with DCN Global LLC, Lamnalco, and Fugro. His experience spans subsea construction, IRM, ROV and diving operations, including hyperbaric welding and habitat systems. Russell specializes in subsea intervention, CALM systems, and offshore project delivery, combining technical expertise with strong commercial and operational leadership

Dusu is a highly experienced marine professional in the oil and gas industry, with over 19 years of expertise in global offshore and LNG operations. He is a UK-certified Master Mariner and has held senior roles both on board vessels and at LNG terminals, including his most recent position as a Marine Advisor and Marine Support Supervisor with ExxonMobil PNG, where he provided strategic leadership in HSSE, training and competency assessment, oversaw LNG marine operations, terminal compliance and supported terminal expansion projects.
Dusu possesses vast expertise in marine safety, incident management, offshore logistics, and support vessel operations. He is recognised for driving operational excellence, strengthening safety culture, and successfully delivering marine projects with zero incidents.

Dr. Kayode Ogunleye is a leading Occupational Health Physician and the Medical Director of The
Ultrablue Centre in Nigeria, where he spearheads specialist services in occupational health, offshore
medicine, and diving and hyperbaric medicine. He is also the Lead Instructor and Director of an
IMCA-accredited Diver Medic Technician (DMT) Training Programme, shaping the next generation
of medical personnel who support commercial diving operations across the region.
With extensive clinical and industry experience, Dr. Ogunleye has been instrumental in supporting
commercial diving, offshore energy, and maritime operations throughout West Africa. His work
encompasses diver medical assessments, fitness-to-work evaluations, comprehensive occupational
health programmes, and emergency medical preparedness. He holds certification as a Diving
Medical Physician, having completed his specialist training at Stellenbosch University in accordance
with the rigorous European diving medicine standards recognized by the European Underwater and
Baromedical Society (EUBS).
A dedicated leader in his field, Dr. Ogunleye serves as Ex-Officio of the Hyperbaric Medical
Practitioners Society of Nigeria (HMPSN), having previously held the roles of Secretary General
and President. He is a former Member of the Diving Inspectorate (Diving Board) for the Federal
Republic of Nigeria and has been a featured speaker at the DPR HSE Conference, where he
presented on the medical aspects of Nigeria’s revised Diving at Work Regulations. He currently
serves as Diving Medical Adviser to the Nigerian Underwater Warfare School, Nigerian Navy.
Dr. Ogunleye’s professional interests span diver health, offshore medical systems, hyperbaric
medicine, emergency preparedness, and occupational health. He is deeply committed to
strengthening medical standards across Africa through education, collaboration, and evidence-based
practice.

Tochukwu Vincent Egbuziem is a distinguished Nigerian offshore diving professional, entrepreneur, philanthropist, and business executive with over 15 years of experience in the offshore diving and subsea industry.
Vincent began his professional journey at the Petroleum Training Institute (PTI), Effurun, where he obtained a National Diploma in Petroleum and Natural Gas Processing Engineering. Driven by his passion for the offshore industry, he furthered his training in Basic Offshore Diving and Underwater Welding at PTI before earning a Higher National Diploma in Mechanical Engineering. His academic and professional training provided the technical foundation upon which he has built an exceptional career.
He commenced his career as a Diving Instructor at the Petroleum Training Institute, where he helped prepare aspiring divers for careers in offshore diving. His determination and commitment to excellence saw him steadily rise through virtually every operational and leadership level within the diving industry. Throughout his career, he has successfully served as an Offshore Construction Air Diver, Dive Medical Technician, Dive Technician, 3.4U Inspection Controller, Field Engineer, Project Manager, IMCA Air Diving Supervisor, Diving Superintendent, Offshore Construction Manager, and Client Site Representative.
Having worked with nearly every major offshore diving company operating in Nigeria, as well as international organizations, Vincent possesses an exceptional breadth of operational and managerial experience. His most significant professional journey was with Hydrodive Group, where he progressed from Offshore Construction Air Diver to Offshore Construction Manager, demonstrating remarkable technical competence, leadership, and project management capability.
Beyond his personal accomplishments, Vincent's greatest professional legacy lies in his commitment to developing human capacity. Throughout his career, he has trained, mentored, and inspired numerous divers and dive technicians who have gone on to build successful careers within Nigeria and internationally. Among his notable contributions is his mentorship of the Nigerian diver who became the country's first and only Saturation Diver, reflecting his lasting impact on the growth and advancement of Nigeria's diving industry. His passion for knowledge transfer continues to shape the profession's future, making a significant contribution to the development of Nigeria's diving workforce.
He is the Founder and Chief Executive Officer of Vinto Subsea Services Limited, one of the leading indigenous companies providing Diving, Remotely Operated Vehicle (ROV), and Hydrographic Survey services across Nigeria and the West African region.
Driven by a passion for service and human development, Vincent founded the Future Right Foundation, a non-governmental organization dedicated to educational support, poverty alleviation, agricultural empowerment, and youth development. Through his personal scholarship initiative, he currently sponsors the education of 44 children and young people from disadvantaged backgrounds.
In addition to his corporate and philanthropic leadership, Vincent serves on the boards of five companies across different sectors and is an active member of Rotary International, District 9141, through the Rotary Club of Osubi, Delta State.

Florence Owie is the Director of the Occupational Safety and Health Department at the Federal Ministry of Labour and Employment, Abuja. She holds a Master’s degree in Safety and Environment from the University of Benin and has over 30 years of extensive experience in occupational safety and health practice in Nigeria.
She previously served as the Head of the Migrant Resource Centre, where she made significant contributions to labour migration initiatives. Throughout her career, she has led numerous programmes focused on workplace hazard prevention and the implementation of HIV workplace policies, working in collaboration with the International Labour Organization (ILO).
As Director, she provides strategic leadership and oversight for occupational safety and health policies and programmes nationwide, promoting safe, healthy, and compliant work environments across Nigeria. In recognition of her outstanding contributions to health and safety administration, she has received several awards in the field.
Florence Owie hails from Okpe Local Government Area of Delta State. She is married with children and enjoys reading in her leisure time.
