Percy is the Director for Production Safety at NOPSEMA, Australia’s independent offshore regulator for safety, structural (well) integrity and the environment.
Percy’s background is in Marine Engineering, starting with 17 years of experience in the international marine industry and then 18 years of oil and gas industry experience in Australia.
Percy possesses a comprehensive understanding of Australia’s objective-based regulatory regime, following 12 years with NOPSEMA, starting as a Regulatory Specialist, then managing various teams including Floating Production and Drilling, Vessel Facilities, Platforms, Pipelines and Diving, along with his current position as Director for Production Safety.
Percy is the designated contact person for NOPSEMA for mooring systems, cranes and lifting, and floating structures. His experience includes classification surveys, specialising in structural integrity of FPSOs and MODUs, statutory certification, ISM/ISPS auditing, permanent and temporary mooring systems, & cranes and lifting.
Debbi is the Executive General Manager, HSEQ Risk and Assurance for Cyan Renewables. This portfolio includes HSEQ, risk management, sustainability, compliance and overall accountability for the company’s internal and external assurance programs.
Debbi previously held the same role within MMA Offshore Limited, prior to the acquisition by Cyan Renewables in 2024.
Debbi has a Master in Business Administration, is the Vice Chair of the International Maritime Contractors Association (IMCA) HSS Core Committee and is a member of the IMCA Asia Pacific Regional Committee.
Francis is the CEO of the Centre of decommissioning Australia, a role he has held since CODA was established as an independent not for profit in late 2021.
Following a 30 year engineering career Francis transitioned into professional advocacy positions firstly as 2015 WA president for Engineers Australia then general manager for NERA where CODA was established. Francis holds a MSc in Project Management and a PhD in management.
Wouter is responsible for multiple Safety, Environmental and Well Integrity teams within NOPSEMA where he provides executive oversight on regulatory matters for all producing offshore facilities in Australian Commonwealth waters. His teams work closely together with NOPSEMA’s Exploration, Development and Decommissioning teams in regulating Australia’s ever-changing offshore energy industry.
Wouter’s passion for Regulation, hands-on experience in Oil & Gas and Marine Operations and a deeply rooted purpose to get all members of the workforce home safely after a successful workday, are the main drivers in his daily interactions with all stakeholders.
With over 25 years’ experience in the international Maritime and Offshore Oil & Gas industry, safety for everyone involved has been the primary driver of Wouter’s career. After having completed his studies in Mechanical Engineering, Shipbuilding and Offshore Engineering his career has taken him around the world more than a few times.
Having spent the first 10 years of his career mainly focussed on the Maritime side of the business through Inspection, Classification, Verification, Certification and of ships, floating structures and fixed production platforms, he has since made the switch to offshore Oil & Gas where he has been part of and has lead teams of some of the most talented engineers in the business working on multiple major international on-and offshore projects.
Jason has over 30 years of multi-discipline work experience in the Oil & Gas and Civil/Marine Infrastructure sectors obtained in the UK and India, as well as in South East Asia.
He has worked for engineering consultants, leading EPC contractors and offshore service providers. In the last 25 years, his focus on the South East Asia market has enabled him to develop a unique niche of bridging gaps and positioning international companies in this region.
Prior to joining IMCA in 2022, Jason was Area Manager at Boskalis Offshore, responsible for the business development of their suite of offshore services including the decommissioning of offshore assets in the region.
Allan is ABL’s Marine Manager with over of 33 years’ experience in the Marine and Offshore Oil & Gas Industry having managed a diversified fleet of contracts, clients and vessels globally both as an operator and contract manager.
Allan has an in-depth knowledge of Marine Assurance based on Industry Best Practice Guidelines and various Marine Health and Safety Management Systems and processes as well as OVID, CMID, ABU, NOPSEMA, SOLAS, MARPOL and AQIS requirements.
