Edmund is the Representative to the International Maritime Organization (IMO) for the International Bunker Industry Association (IBIA). In consultancy his work has included supporting shipowner associations and as a specialist adviser for the UK Parliament’s inquiry into“Net zero and UK shipping”. Previously he was 10 years at IMO where he was responsible for MARPOL Annex VI (prevention of air pollution and energy efficiency) and GHG emissions from ships. Before joining IMO in 2010 he had safety and environmental policy roles in the UK’s Maritime & Coastguard Agency including responsibility for implementation of the EU Directive on sulphur in marine fuels into UK law.

Tore Longva works as a Decarbonization Director in Regulatory Affairs in DNV working on maritime environmental regulations and improving the environmental performance of shipping through implementing new fuels, technologies and solutions. He has been following closely the development of regulating GHG in shipping for more than 15 years as an advisor in the Norwegian delegation to the Marine Environmental Protection Committee in the IMO. Tore Longva has been instrumental in forecast studies assessing the cost and uptake of emission reduction technologies in shipping, including DNV’s Maritime Forecast to 2050 and the IMO’s comprehensive impact assessment of new GHG measures.

Edwin is a naval architect with over 25 years of experience in ship design, consultancy, and regulatory policy who began his career addressing safety issues but has increasingly focused on energy efficiency and decarbonization.

In 2018, Edwin founded Arcsilea, a consultancy specializing in regulatory policy. Since then, he has worked with major shipowners and trade associations, and delivered key projects for the International Maritime Organization (IMO). He has served as a technical adviser to the European Commission since 2020, starting with a major study on the Energy Efficiency Design Index (EEDI). 

In this role, he was one of the principal technical experts who developed the IMO’s implementation framework for the Energy Efficiency Existing Ship Index (EEXI) and the Carbon Intensity Indicator (CII).

Edwin has been actively involved at the IMO since 2001. He currently chairs the IMO Committee of the Royal Institution of Naval Architects and serves on its Board of Trustees.

Francesco leads on environmental issues at the Chamber. He has previously worked in the Maritime Environment sector for over 15 years at Meridian Marine Management, Lloyd's Register and as Quality Environment Health and Safety (QHSE) Manager at Bibby Marine Ltd. 

Having started his career as a Lieutenant in the Italian Coastguard, he has practical surveying and auditing experience behind a regulatory background.  After finishing his service in 2007, his career has taken a regulatory focus establishing expertise in QHSE in ship management, technical consultancy, and a ship-owning company.  Francesco has a Master's in Maritime Operations, a Post Graduate Law diploma and significant qualified project management expertise.
