Captain (rtd)  Fernando Alberto Gomes da Costa, Brazilian Navy reserve Officer, specialised in hydrography and navigation, with master's and doctoral degrees in naval sciences and an MBA in international relations from COPPEAD/UFRJ (2008). He commanded two hydrographic and oceanographic research vessels, completed more than 1,400 days of operations at sea, and served as Harbour Master of the State of Espírito Santo for two years (2006 to 2007). He also served as Defence and Naval Attaché in Portugal (2009 to 2010). He worked on the organisation of the Rio 2016 Olympic Games (2012 to 2015) as coordinator of the Port Working Group. Since 2016, he has held the position of coordinator of matters related to the IMO's Marine Environment Protection Committee (MEPC) in Brazil.

John Chatten is a highly experienced marine surveyor with nearly 25 years of global experience, including 13 years with Fugro in Brasil. His career spans a wide range of marine construction projects around the world, progressing from field operations to strategic leadership roles.

At Fugro, he has led positioning and construction projects, managed service lines, and served as business line manager for marine site characterization and construction support activities in Brasil.

Currently, John serves as Fugro’s Business Development Manager, where he focuses on commercial strategy, client engagement, and expanding Fugro’s footprint.

In addition, John plays a key role in shaping industry standards and collaboration. He is the Chair of the South America Regional Committee and Deputy Chair of the Global Operations Committee for the International Marine Contractors Association (IMCA).

John’s contributions to the maritime industry here in Brasil having been formally recognized with the prestigious title of Friend of the Brazilian Navy.

Leonardo Duràn is an Industrial Engineer with additional academic background in Commercial Management and Marketing, bringing a solid combination of technical expertise and business background. With over 18 years of experience in the subsea offshore industry, he began his career as a commercial diver and advanced into ROV operations, diving supervision, and project management, contributing to complex offshore energy projects mainly in Brazil. Since 2019, he has been leading business development at Oceânica, expanding the company’s international operations and building strategic partnerships across the offshore energy sector. His expertise covers subsea operations, IMCA-aligned diving standards, and offshore asset management.

Luciana Maria da Silva Suman Jardim is a Marine Engineer Officer, Mechanical and Safety Engineer, and holds a Master’s degree in Engineering. She is the founder and CEO of MarMec Engenharia, where she specializes in Dynamic Positioning (DP) systems, energy efficiency, operational safety, and regulatory compliance in maritime and offshore environments. Since 2019, she has been part of the Brazilian delegation to the IMO, contributing to discussions on decarbonization and MARPOL Annex VI. She is also a board member of WISTA Brazil, an international speaker, and a strong advocate for climate action and gender equity in the maritime industry.

Margaret is a qualified maritime lawyer and chemical scientist who holds chartered status with the Royal Society of Chemistry (CChem) and the Institute of Occupational Safety and Health (CMIOSH) in the UK. 

She has over 20 years’ experience in shipping and previously worked for the IMO Secretariat, leading on the development of the International Maritime Dangerous Goods Code and related regulations on the carriage of hazardous chemicals and noxious and polluting substances, including the HNS Convention. She has worked as a senior safety and environmental specialist, and as an expert adviser on several high-profile maritime incidents. 

Margaret leads our work at the IMO where she represents IMCA and our Members. 

Paulo is a seasoned executive of the global energy industry. Graduated in Mechanical engineering and with a master’s in business administration, Paulo has held several leadership positions worldwide, such as Global VP of Business development for Technip and South America Regional President for McDermott. Currently Paulo is IMCA´s Director of Client Engagement for South America in a part time basis. Paulo also acts as an independent consultant for the energy business nowadays.
